I was recently invited to write a contribution for a Japan Colloquium for the Indian Institute of Management – Ahmedabad.
My contribution entitled ” Sound judgements must not be stifled by Crisis Management Protocols” appears in Japan’s Tragedy and Aftermath: Lessons for Crises Management, Vikalpa, Volume 36, No.2, April – June 2011, pages 81 – 118.

The story is told that at the Fukushima Dai-Ichi nuclear plant, the three reactors in operation began an orderly shutdown when the Great Tohoku quake of 2011 struck, even though the magnitude at 9.0 was significantly higher than the 8.3, the plant was designed for. But when the tsunami wave rolled in and all the 13 back-up diesel generators and all the emergency cooling pumps were knocked out, then an unprecedented and unforeseen chain of events was set in motion. It is said that the site management quickly came to the conclusion that sea water cooling was necessary even though this would render the reactors permanently inoperable. But it took a further eight hours for the Tokyo Electric Power Company (TEPCO) management in Tokyo to agree. In the event the meltdown of the fuel rods may have been unavoidable in any case but an additional eight hours of cooling with sea water could not have hurt. A similar story is told about Hurricane Katrina where an operating engineer had the possibility of opening some valves and preventing flooding of some areas of New Orleans but did not do so because such a decision was explicitly excluded from his authority and his superiors were unreachable.
The question that arises is whether the culture of an organization helps or hinders individual managers to make judgments at times of crisis or impending disaster? Should the site manager at Fukushima or the operating engineer in New Orleans have had to wait for higher authority as they did or should the organizational culture have permitted him to bypass the chain of command? ……
The “goodness” of a judgment can only be assessed long after the judgment itself and therefore it is the soundness of judgment which must be sought rather than the intangible goodness of a future result. But a sound judgment must also be consummated by the willingness to exercise it.
Unlikely support for right-wing Hindu fanatics and their anti-muslim views can be found in the “manifesto” of the perpetrator of the Norwegian massacre – Anders Behring Breivik.

About Hindu nationalism he writes:
Saffronisation is a political neologism (after the saffron robes of the Hindu clerics), used to refer to the policy of right-wing Hindu nationalism (or Hindutva) which seeks to make the Indian state into a “Hindu nation” and its Sikh, Buddhist and Jain minorities incorporated into Hinduism. These nationalist movements are also called Sanatana Dharma movements.
A related term, the Saffron Brigade, is used as a descriptor of people and organisations in India that promote Hindu nationalism such as the Sangh Parivar by their critics, who allege a militant Hindu agenda. The Sanatana Dharma movements or Hindu nationalists in general are suffering from the same persecution by the Indian cultural Marxists as their European cousins. ………The only positive thing about the Hindu right wing is that they dominate the streets. They do not tolerate the current injustice and often riot and attack Muslims when things get out of control, usually after the Muslims disrespect and degrade Hinduism too much. This behaviour is nonetheless counterproductive. Because instead of attacking the Muslims they should target the category A and B traitors in India and consolidate military cells and actively seek the overthrow of the cultural Marxist government.
India will continue to wither and die unless the Indian nationalists consolidate properly and strike to win. It is essential that the European and Indian resistance movements learn from each other and cooperate as much as possible. Our goals are more or less identical.

Anders Behring Breivik (Massacre in Norway) claims to have strong links with the English Defence League and over 7,000 friends on Facebook. He used Andrew Berwick as an anglicised form of his name. He has now admitted the massacre in Norway on Utoya island and the bombings in Oslo. He stopped killing only when he ran out of bullets.
The English Defence League (EDL) is a far-right movement which opposes what it perceives as the spread of Islamism, Sharia law and Islamic extremism in England.
As Andrew Berwick he called himself a Justiciar Knight Commander for Knights Templar Europe and his “manifesto” was published on the internet:

Yesterday other chilling details emerged about Breivik – a right-wing loner who lived with his mother and had been plotting his killing spree for two years. The blue-eyed blond portrayed himself as a successful entrepreneur who made a million by the age of 24 from a fruit-and-veg business. But behind the boyish good looks was a Nazi sympathiser who admired extremist groups – including the English Defence League and the British National Party.
He has a lust for violent films and computer games and holds a licence for three guns. His Facebook page says he loves bodybuilding and Call Of Duty – where players can shoot people on an island. And he says his top TV show is US-drama Dexter – in which a police officer turns into a serial killer. He lists his favourite films as Gladiator and 300, where a small band of soldiers fight to the last man against an army of one million. Police believe this love of violence inspired Breivik’s massacre on Friday.
Breivik was a straight-A student at school and went to Oslo Commerce School – an institution devoted to business and management. He launched his own firm, Breivik Geofarm, 10 years ago and claimed to have become a millionaire within two years. Until recently his main home was a flat in a wealthy suburb of Oslo, but months ago he switched to a remote farmhouse outside the capital, where he lived with his mum.
Detectives believe it was from this farmhouse that he stockpiled the supplies for his killing spree. On May 4 he ordered six tonnes of fertiliser – the likely ingredient for the bomb that ripped through the Government district in Oslo.
Piles of the fertiliser were yesterday neatly stacked at the bottom of his garden in large white sacks and were being searched by forensic officers. They were also inspecting the flat and neatly kept farmhouse in a hunt for clues. And as detectives questioned Breivik over the bloodbath, details emerged about the suspect’s right-wing political background – with one friend even likening him to Nazi leader Adolf Hitler. Breivik was a member of Norway’s right-wing Progress party from 1999 to 2006 – but quit because he thought the group was not being radical enough in its policies.
His own political rants, many posted online, may provide clues as to why his attacks targeted Norwegian prime minister Jens Stoltenberg – leader of the country’s Labour Party. Breivik is believed to have turned to right-wing extremism in his late 20s after serving in the military as part of his national service.
He describes himself as a Christian and a Conservative on his Facebook profile – and also claims that he is a fan of Winston Churchill. In many messages he criticises immigrants and Norwegian politicians who sympathise with them. An extensive blogger, Breivik regularly writes about far-right political parties including the English Defence League. He also admits to being a fan of BNP leader Nick Griffin.
Yesterday Norwegian police chief Sveinung Sponheim, who is leading the investigation into the massacre, said the rants give a clear indication of his evil. “His internet postings on several forums suggest he has political traits directed towards the right – and anti-Muslim views,” he said. A friend who attended Progress Party rallies with Breivik said he reminded him of Hitler. “He was shy and not particularly active in the party,” the friend said. “He didn’t attend any events apart from the annual national conference where he was very studious and would sit back and listen rather than join in. ” Last night Ove Vanebo, youth leader of the Progress Party, said: “We did not think he was capable of something like that. “He was apparently a quiet and modest man.”
Another Iranian nuclear scientist has been gunned down and if this is the work of covert operations by governments hostile to the Iranian nuclear programs (read USA or Israel or France) it would be a case – not for the first time – of State sponsored murder and the use of terror for political purposes.
An Iranian nuclear scientist has been shot dead outside his home in Tehran, Iranian media sources say. The Isna news agency named him as Daryoush Rezaei, 35, adding that his wife was wounded. His identity has not been officially confirmed.
In 2010, nuclear scientist Massoud Ali Mohammadi was killed by a remote-controlled bomb in Tehran. Iran blamed that attack on Israeli secret service Mossad. Israel has long warned about Iran’s nuclear programme.
Some reports said the latest attack involved assailants on a motorcycle, but this has not been confirmed. Isna said that Mr Rezaei was an expert with links to the Atomic Energy Organisation of Iran.
The US, Israel and many Western nations have opposed Iran’s atomic programme, fearing it may be a front to creating a nuclear bomb.
Iran insists its nuclear programme is for purely peaceful purposes. This week, Iran said it was installing newer and faster centrifuges at its nuclear plants, with the goal of speeding up its uranium enrichment process. Enriched uranium can be used for civilian nuclear purposes, but also to build atomic bombs.
The French government condemned the move as a “new provocation”.

The Norwegian Dagbladet reports that Anders Behring Breivik is apparently a Freemason and one of the loony right.
The alleged offender is a member of the John lodge St. Olaus TD Three pillars of the Norwegian Masonic Order. He has the status of the 3rd degree, where the highest order is the 10th degree. “We have no way to express an opinion on individuals or incidents related to any members”, Helge Qvigstad, spokesman of the Norwegian Freemasons order told Dagbladet. On a Facebook profile he appears to be 32-year-old Christian and politically conservative. His favorite books showing the man behind the profile include George Orwell’s “1984″ and Kafka’s “process”.
The gunman was dressed as a police officer and gunned down young people as they ran for their lives at a youth camp. Police said Friday evening that they’ve linked the youth camp shooting and Oslo bombing. Breivik is believed to have acted alone.
Norwegian TV2 reports that Breivik belongs to “ring-wing circles” in Oslo. ….
A Director of Breivik Geofarm with qualifications in micro and macro finance and holding Conservative political views, he lists political analysis as one of his interests and his favourite books are 1984, On Liberty and The Trial. He also lists hunting as a pastime. …

Uranium mining in Andhra Pradesh, which has been held up for years by environmental and other activists, has finally begun. Andhra Pradesh’s uranium ore is five times richer than in India’s old mines at Jaduguda. But this does not solve India’s uranium shortage for nuclear power plants. Jaduguda ore has just 0.06% uranium, and AP will yield maybe 0.3%.But internationally, commercial ores have up to 15% uranium and India will need imported fuel for the foreseeable future

Tummalapalle in Andhra Pradesh could have one of the largest uranium reserves in the world. Recent studies have indicated that it could have a reserve of 1.5 lakh (150,000) tonnes of the scarce material.
Secretary, Department of Atomic Energy, and Chairman of the Atomic Energy Commission Srikumar Banerjee said: “Studies have already shown that the area had a confirmed reserve of 49,000 tonnes and recent surveys indicated that this figure could go up even three folds.”
He said uranium deposits in Tummalapalle appeared to be spread over 35 km. Exploratory works are under way. At present, the country is estimated to have a total reserve of about 1,75,000 tonnes of uranium, apart from this.
Terming the new findings a major development, Dr. Banerjee, however, pointed out that the indigenous reserves would still not be sufficient to meet the entire demand of the country’s nuclear programme. “The new findings would only augment the indigenous supply of uranium. There would still be a significant gap. We would still have to import.”

Times Higher Education – Researcher guilty of misconduct no longer working at UEL
The University of East London has parted company with a researcher following revelations that he was found guilty of research misconduct at two previous universities.
Jatinder Ahluwalia was found guilty last November by a University College London investigation of committing research misconduct while he was a postdoctoral researcher in the lab of Anthony Segal, Charles Dent professor of medicine, during the mid-2000s. The investigation found it was beyond reasonable doubt that Dr Ahluwalia had “misrepresented” his experiments by altering the numbering of computer files. It also found, on the balance of probability, that he had attempted to cover his tracks by contaminating colleagues’ experiments. The case led to the retraction from the journal Nature of a paper of which Dr Ahluwalia was the first author.
It subsequently emerged that Dr Ahluwalia had been dismissed from the University of Cambridge biochemistry PhD programme in 1997 after his supervisor suspected him of faking results.
After leaving UCL, Dr Ahluwalia obtained a position as a senior lecturer in pharmacology at UEL. Following the revelations about Dr Ahluwalia’s past, an academic in his department wrote to colleagues in February about the “uproar” caused by the university’s perceived failure to respond to the allegations. UEL responded by saying it had opened a “formal investigation involving external independent peer review” in December. That investigation has now concluded. The university declined to give any details about its conclusions, but confirmed that it had parted company with Dr Ahluwalia.
A spokeswoman said: “The university conducted a full investigation concerning the matters that were raised and, as a consequence, the individual concerned is no longer employed by the university.”
Dr Ahluwalia’s faculty page has been deleted and Times Higher Education was unable to contact him for comment.
Imperial College London, where Dr Ahluwalia eventually obtained his PhD, is also carrying out an investigation of his work while he was there. …
