New computer simulations to find new excuses for recent lack of global warming

The lack of any global warming over the last decade while carbon dioxide emissions have been increasing is extremely worrying to the global warming orthodoxy. Recently “peer-reviewed” papers have attempted to find excuses for this lack of warming. Sulphur emissions from coal plants in China it has been suggested have been cooling the earth! The effects of soot in the atmosphere have also been blamed for reality and measurements not corresponding to the (sometimes fanciful) results of climate models. Needless to say it would not be politically correct to accept that solar influences – through clouds for example – may be so powerful as to make any anthropogenic effects quite insignificant with regard to climate.

One school of global warming believers believe that the missing heat is being hidden like some Loch Ness monster in the deep oceans and will come back to haunt us in due course. Of course measurements can not find this “hidden” deep ocean heat. It is far too well hidden for that. But the “unhidden” measurable ocean heat content (upto a depth of 700m) also confirm the flattening out of global warming.

Figure 1 is a time-series graph of the NODC Global Ocean Heat Content Anomalies from the start of the dataset (1st Quarter of 1955) to present (2nd Quarter of 2011).

And as many are aware, Climate Model Projections of Ocean Heat Content anomalies did not anticipate this flattening. Figure 2 compares the ARGO-era (2003 to present) NODC Global Ocean Heat Content anomalies to the GISS Model-E Projection of 0.7*10^22 Joules per year. The linear trend of the observations is approximately 7% of the trend projected by the model mean of the GISS Model-E.

But the heat cannot hide from the speculative computer models of our intrepid global warmers. And since they cannot find this heat they have instead programmed a super-computer to tell us that it exists and will appear again in a decade or two. A new paper entitled Deep oceans can mask global warming for decade-long periods is to be published online on September 18 in Nature Climate Change. The title itself illustrates the defense. The  National Center for Atmospheric Research/University Corporation for Atmospheric Research has issued a press release which states:

Yet emissions of greenhouse gases continued to climb during the 2000s, and satellite measurements showed that the discrepancy between incoming sunshine and outgoing radiation from Earth actually increased. This implied that heat was building up somewhere on Earth, according to a 2010 study published in Science by NCAR researchers Kevin Trenberth and John Fasullo. 

The two scientists, who are coauthors on the new study, suggested that the oceans might be storing some of the heat that would otherwise go toward other processes, such as warming the atmosphere or land, or melting more ice and snow. Observations from a global network of buoys showed some warming in the upper ocean, but not enough to account for the global build-up of heat.

And when there are no measurements to back up some speculation a new computer model is deployed:

The study, based on computer simulations of global climate, points to ocean layers deeper than 1,000 feet (300 meters) as the main location of the “missing heat” during periods such as the past decade when global air temperatures showed little trend. The findings also suggest that several more intervals like this can be expected over the next century, even as the trend toward overall warming continues.

“We will see global warming go through hiatus periods in the future,” says NCAR’s Gerald Meehl, lead author of the study. “However, these periods would likely last only about a decade or so, and warming would then resume. This study illustrates one reason why global temperatures do not simply rise in a straight line.”

The simulations, which were based on projections of future greenhouse gas emissions from human activities, indicated that temperatures would rise by several degrees during this century. But each simulation also showed periods in which temperatures would stabilize for about a decade before climbing again. For example, one simulation showed the global average rising by about 2.5 degrees Fahrenheit (1.4 degrees Celsius) between 2000 and 2100, but with two decade-long hiatus periods during the century.

During these hiatus periods, simulations showed that extra energy entered the oceans, with deeper layers absorbing a disproportionate amount of heat due to changes in oceanic circulation. The vast area of ocean below about 1,000 feet (300 meters) warmed by 18% to 19% more during hiatus periods than at other times. In contrast, the shallower global ocean above 1,000 feet warmed by 60% less than during non-hiatus periods in the simulation.

“This study suggests the missing energy has indeed been buried in the ocean,” Trenberth says. “The heat has not disappeared, and so it cannot be ignored. It must have consequences.”

This is plain speculation. And it looks to me that these simulations are only done for the sake of rescuing previous computer models which are beginning to be shining examples of GIGO. Even super-computers can only produce rubbish when the models are developed by zealots. And as Bob Tisdale comments:

An explanation for why Global Ocean Heat Content Is Still Flat. … I’d like to see some supporting observations, otherwise this is just speculation for something that Trenberth is doggedly trying to explain away. My question is; show me why some years the deep ocean doesn’t mask global warming. It’s not like that big heat sink was suddenly removed.

The pseudoscience of climate wars: climate does not control human violence

A welcome paper after last weeks nonsense where a new “scientific field” was created to study the effects of climate on human conflict. This paper claimed – by playing rather silly numbers games – that conflict was linked to the El Niño cycles. What passes for science: Mindless number games show El Niño correlates with civil war! Correlations do not necessarily indicate causality. It is not difficult to find correlations between entirely unrelated parameters. The El Niño – civil war correlation fulfils all the requirements of a pseudoscience.

The “Climate Wars” pseudoscience is clearly shown up by Dr. Bruno Tertrais in a new paper in The Washington Quarterly • 34:3 pp. 1729, The Climate Wars MythDOI: 10.1080/0163660X.2011.587951.

He writes:

The first decade of the 21st century was the hottest since the beginning of the Industrial Revolution….. Think tanks have enthusiastically embraced this new field of research, and militaries around the world are now actively studying the possible impact of a warming planet on global security. Books with titles such as Climate Wars predict a bleak future. 

A well-known French consultant claims that a five degree Celsius increase in average global temperature would generate no less than a ‘‘bloodbath.’’ Former World Bank economist Lord Nicholas Stern the author of the 2006 ‘‘Stern Report’’ on the possible economic impact of climate change even declares that failing to deal with climate change decisively would lead to ‘‘an extended world war.’’ 

However, there is every reason to be more than circumspect regarding such dire predictions. History shows that ‘‘warm’’ periods are more peaceful than ‘‘cold’’ ones. In the modern era, the evolution of the climate is not an essential factor to explain collective violence. Nothing indicates that ‘‘water wars’’ or floods of ‘‘climate refugees’’ are on the horizon. And to claim that climate change may have an impact on security is to state the obviousbut it does not make it meaningful for defense planning.

… if there was any significant link between warfare and warming, the number of conflicts should have been rising in the past two decades. It has not quite the contrary. Since the end of the Cold War, the total number of wars, after having steadily increased since 1945, has diminished. Statistics published by the Stockholm International Peace Research Institute (SIPRI), which come from work done at the Uppsala University, clearly show such a decrease. 

Some of the most catastrophic scenarios of climate change-induced conflict just do not stand up to scrutiny. … 

He concludes:

There are indeed, it seems, some causal links between climate and warfare. But they are of a seasonal nature: ‘‘nations address seasonal climate change in terms of where they fight, rather than through when or whether disputes occur.  . . . Fighting moves to higher latitudes in the summer, and lower latitudes during the cooler months of the year.’’ 
The stakes of climate change are important and that is why this area should not be the object of intellectual fantasies or fashions. It is appropriate for defense and security planners to monitor the evolution of the scientific and political debate on its possible consequences. But there is no objective reason today to list climate change as a key issue for defense and security planning.

Nonsense speculation posing as science

Another example of nonsense speculation which gets published and then drives headlines only because they invoke the magic words “climate change”. A case of speculative IPCC model results being used as inputs for another speculative model about fish extermination and coming to a mildly alarmist conclusion.

Not a measurement in sight. But many pages, lots of statistics, 4 tables, 2 figures and 66 references to come to the amazing conclusion and state the obvious that cold water fish may die out if they are forced to live in warm water. 

As my son would put it “Duh”!!

Comparing Climate Change and Species Invasions as Drivers of Coldwater Fish Population Extirpations

The “researchers” actually measured nothing. They took a data-base of the conditions in which populations of a particular kind of fish (the cisco) existed. These parameters include air temperature among many others. They then did a statistical regression to infer how the populations might depend upon air temperature. They then took temperature increase assumptions from the climate change scenarios of the IPCC and applied them to the data base to speculate what that might do to the fish populations. They then reach their conclusions that climate change would extirpate a large section of the fish population and that this would be worse than the impact of invasive species.

And this is considered peer-reviewed science!!!!

They write in their paper:

Coldwater fishes, such as cisco [Corgeonus artedii] require cold water temperatures, high dissolved oxygen concentrations, and oligotrophic conditions, and thereby are sensitive indicators of environmental change. In Wisconsin, cisco are close to the southern edge of their range and are listed as a species of special concern. Cisco live in larger and deeper inland lakes with cold, well-oxygenated deep waters. Under climate change scenarios, as air temperatures increase, epilimnion and hypolimnion water temperatures are expected to increase. As water temperatures increase, the duration of the lake stratification period is expected to increase, isolating the deep waters from exchanges with the atmosphere, making it more likely that metabolic activity will reduce dissolved oxygen concentrations in the hypolimnion to stressful or lethal levels. The combination of warmer water temperatures and lower dissolved oxygen concentrations under climate change scenarios in larger, deeper lakes typically suitable for coldwater fishes could result in their extirpation.

Cisco are sensitive to the introduction of non-native rainbow smelt (Osmerus mordax). Rainbow smelt is native to the northeastern coast of North America and was introduced to the Laurentian Great Lakes in the 1920s. In Wisconsin, rainbow smelt have been introduced into lakes deliberately by anglers for sport fishing purposes. Furthermore, fertilized eggs of rainbow smelt may have been unintentionally introduced into lakes by residents cleaning smelt on their piers. When rainbow smelt invade a system, they negatively interact with native species through predation and competition. Invasion of rainbow smelt has been linked directly to changes in zooplankton community composition, decline in recruitment of walleye (Sander vitreus), and extirpation of cisco and yellow perch (Perca flavescens) . For example in Sparkling Lake, Wisconsin, the cisco population was extirpated through predation-induced recruitment within eight years of detection of rainbow smelt. …… 

Geo-referenced lake-specific data were collected for 13,052 lakes in Wisconsin from a variety of sources including the North Temperate Lakes Long Term Ecological Research (NTL-LTER) program, Wisconsin GAP (Geographic Approach to Planning for Biological Diversity) database, Wisconsin Department of Natural Resources databases, refereed publications, government reports, and dissertations. From the aforementioned databases, a suite of variables describing lake morphology, water chemistry, physical habitat, and fish species occurrence were compiled. Environmental variables retained in the final dataset were: surface area (hectares), maximum depth (metres), perimeter (kilometres), Secchi depth (metres), pH, conductivity (µS/cm), and mean annual air temperatures (°C). For water chemistry variables, annual averages were used in the dataset. 

Current air temperatures and scenarios of future mean annual air temperatures were obtained from the Wisconsin Initiative on Climate Change Impacts (WICCI) Climate Working Group. Mean annual air temperatures were statistically downscaled for Wisconsin on a 0.1° latitude ×0.1° longitude grid. Climate data were summarised for three time periods: 1961–2000, 2046–2065, and 2081–2100 and averaged over these three sets of years as suggested by the Intergovernmental Panel on Climate Change (IPCC) to reduce temporal variation in climate. Then, projected air temperatures from 15 general circulation models and the IPCCs A1, A2 and B1 scenarios (although not all general circulation models incorporated all three scenarios) totalling 78 climate change scenarios were used to develop future projections of cisco occurrence. The A1, A2 and B1 scenarios incorporate a range of variation in greenhouse gas emissions inferred for various time periods in the 21st century. The A1 scenario is the most extreme and assumes the highest greenhouse gas concentrations, followed by the A2 and B1 scenarios. …….

Our results highlight the threats to coldwater fish species. The probability of cisco extirpations could be reduced in Wisconsin through three interventions. First, the mitigation of climate change through the reduction of greenhouse gas emissions could significantly reduce the worst case losses of cisco. ….

Oh dear!!

Needless to say this non-science – since it uses the magic phrase “climate change” and has an alarmist theme – has no difficulty in being published and generating nonsense headlines in Science Daily:

Climate Change Could Drive Native Fish out of Wisconsin Waters 

ScienceDaily (Aug. 16, 2011) — The cisco, a key forage fish found in Wisconsin’s deepest and coldest bodies of water, could become a climate change casualty and disappear from most of the Wisconsin lakes it now inhabits by the year 2100, according to a new study. In a report published online in the journal Public Library of Science One, researchers from the University of Wisconsin-Madison and the Wisconsin Department of Natural Resources project a gloomy fate for the fish — an important food for many of Wisconsin’s iconic game species — as climate warms and pressure from invasive species grows. ………

In addition to the ecological change that would be prompted by a warmer Wisconsin climate, Sharma notes, the impoverishment of aquatic ecosystems will have potential socio-economic implications, especially in a setting like Wisconsin where recreational fishing is an iconic pastime, not to mention an important industry.

“This could very well impact the fishing experiences we have,” avers the Wisconsin researcher.

But rather than make me concerned about climate change this nonsense report based on idle – but fashionable – speculation makes me much more concerned about the predominance of modelling over measurement and what passes in some quarters for for science.

New Scientist: Climate change led to the “golden age” of human evolution

The New Scientist has been one of the high priests of the AGW doctrine and “global warming” has been a dirty word. It represents politically correct “establishment science” and generally shuns the scepticism and irreverence of the true scientist. It has been – and still is – extremely reluctant to admit to any weaknesses in AGW dogma or in any possible benefits of global warming. But as “global warming” has morphed to the less emotive “climate change” and it is becoming clearer that man-made emissions don’t even control global CO2 levels – let alone the climate – the “settled science” is being shown to be anything but settled. There are some slight signs that the New Scientist is positioning itself so that it can be found to be on the side of the good guys no matter what surprises the climate may have in store.

Change and variability in Plio-Pleistocene climates: Modelling the hominin response by Matt Grove is a new paper in the Journal of Archaeological Science.

  • The research expands a technique originally developed by theoretical biologists.
  • The technique distinguishes between climatic change and climatic variability.
  • Change results in directional selection; variability selects for plasticity.
  • Results suggest selection for plasticity increases c.2.3-2.5 mya.
  • This date range coincides with the evolution of Homo and the spread of the Oldowan.

SOME claim climate change will destroy our species; now it seems it also helped forge it. The rapid fluctuations in temperature that characterised the global climate between 2 and 3 million years ago coincided with a golden age in human evolution.

The fossil record shows that eight distinct species emerged from one hominin species, Australopithecus africanus, alive 2.7 million years ago. The first members of our genus appeared between 2.4 and 2.5 million years ago, while Homo erectus, the first hominin to leave Africa, had evolved by 1.8 million years ago.

To work out whether climate had a hand in the speciation spurt, Matt Grove of the University of Liverpool in the UK turned to a global temperature data set compiled by Lorraine Lisiecki at the University of California, Santa Barbara. Lisiecki analysed oxygen isotopes in the shells of fossilised marine organisms called foraminifera. During glacial periods, the forams’ shells contain more of the heavier of two oxygen isotopes, as the lighter one is preferentially accumulated in snow and ice rather than the ocean.

Grove found that the mean temperature changed suddenly on three occasions during the last 5 million years. Each change was equivalent to the difference between glacial and interglacial temperatures – but none of these episodes coincided with the hominin “golden age”. What marked out this period was a greater range of recorded temperatures, suggesting it was a time of rapid but short-lived fluctuations in climate. Grove says such conditions would have favoured the evolution of adaptability that is a hallmark of the genus Homo (Journal of Archaeological ScienceDOI: 10.1016/j.jas.2011.07.002). Grove says the classic survival traits of H. erectus, forged during this period of change, include teeth suited for generalised diets and a large brain – both of which should have been advantageous at a time of swift climate change.

Global Warming has “paused” and climate change forecasts are “flawed”

1. The UK Met Office is an ardent follower of the Global Warming Doctrine but even they have had to now admit that global warming has “paused”.

“Two research papers shed new light on why the upper layers of the world’s oceans have seen a recent pause in warming despite continued increases in greenhouse gases.”

But the religion of global warming need not worry. The pause is – conveniently – only due to “natural variability”. The Met Office does however admit that the science is a long way from being settled and that with more measurements (and perhaps with a little less slavish acceptance of model results) “it would be possible to account for movement of heat within the ocean and do a better job of monitoring future climate change”.  One can hope that they may be returning to a science based on observations leading to models leading to further measurements to validate the models , but religions are not cast aside so easily! 

The independent studies from the Royal Netherlands Meteorological Institute (KNMI) and the Met Office show how natural climate variability can temporarily mask longer-term trends in upper ocean heat content and sea surface temperature.

The upper 700 metres of the global ocean has seen a rise in temperature since reliable records began in the late 1960s. However, there has been a pause in this warming during the period from 2003 to 2010. The papers published this week offer explanations for this.

Climate model simulations from KNMI show that such pauses in upper ocean warming occur regularly as part of the climate system’s natural variability. … A different set of model simulations from the Met Office supports the idea of heat moving to the deeper ocean explaining the recent pause in upper ocean warming.

The same research also suggests that with deeper ocean observations it would be possible to account for movement of heat within the ocean and do a better job of monitoring future climate change.

2. In the meantime a study at Lancaster University charges that “inaccurate climate forecasts costs the world considerable money” and “the overwhelming focus on limiting green house gases alone may well be mis-guided”.

Climate change forecasts used to set policy and billions of pounds in investment are flawed, according to new research from Lancaster University Management School (LUMS).

Complex climate models have been used by scientists to reach a consensus (through the International Panel on Climate Change, the IPCC) of global warming of 0.2 °C per decade. But this fundamental finding for governments and the global population continues to be fiercely contested by sceptics of the role of human activity in climate change. The competing interest groups involved have led to a decline in confidence generally in the wake of claims of manipulated data from the University of East Anglia, and incorrect projections – such as Himalayan glaciers disappearing by 2035 .

The new study by Robert Fildes and Nikolaos Kourentzes at the Lancaster Centre for Forecasting applies the latest thinking on forecasting to the work of climate change scientists, in a bid to make 10 and 20 year ahead climate predictions more accurate and trustworthy for policy-makers, and help address growing doubts over the realities of climate change. Such decadal forecasts have the most relevance to current thinking and policy plans and if they are to be credible and useful, they need to demonstrate their accuracy.  But the forecasts produced by the current models do not achieve this.

The authors set out a new basis for ‘decadal’ forecasting which is to be a major component of the next IPCC assessment report. Using a combination of models, with statistical  benchmarking as checks,  current forecasts prove almost certainly less accurate than they could be. Inaccurate climate forecasts costs the world considerable money. The implication is that the climate modelling community needs to open up its research agenda. As yet it has not demonstrated that it can produce better forecasts than simpler statistical methods. A consequence of this, explored by Fildes and Kourentzes, is that the overwhelming focus on limiting green house gases alone may well be mis-guided. The hydrologist Keith Beven’s work on modelling carried out in the Lancaster Environment Centre leads to the same conclusion. In short, eclectic forecasting methods and a wide range of policy responses are what is needed if we are to overcome the problems of emerging warming. 


Reducing sulphur emissions caused post-1970 global warming!!!!

Whether warming or cooling it would seem that anthropogenic effects and man’s burning of coal is responsible.

“The post 1970 period of warming, which constitutes a significant portion of the increase in global surface temperature since the mid 20th century, is driven by efforts to reduce air pollution in general and acid deposition in particular”.

That’s the conclusion of a new paper from the “peer-reviewed” literature confirming the obvious that global temperatures have plateaued since 1998.

And though the paper cuts off  data in 2008 this temperature stability certainly continues till 2010 and it seems – on my own empirical observations  – even in 2011.

As the paper title shows this real stabilisation of temperatures which is not predicted by any climate model and which may well be a precursor of a few decades of global cooling is of some concern to the Anthropogenic Global Warming enthusiasts. The presumption is that the model results are supreme and that reality must be reconciled by invoking further anthropogenic effects.

Needless to say any global cooling is not acknowledged since that would be heretical and instead short-term anthropogenic factors (sulphur emissions from coal burning in China)  are blamed for this cessation of global warming!!

Given the widely noted increase in the warming effects of rising greenhouse gas concentrations, it has been unclear why global surface temperatures did not rise between 1998 and 2008. We find that this hiatus in warming coincides with a period of little increase in the sum of anthropogenic and natural forcings. Declining solar insolation as part of a normal eleven-year cycle, and a cyclical change from an El Nino to a La Nina dominate our measure of anthropogenic effects because rapid growth in short-lived sulfur emissions partially offsets rising greenhouse gas concentrations. As such, we find that recent global temperature records are consistent with the existing understanding of the relationship among global surface temperature, internal variability, and radiative forcing, which includes anthropogenic factors with well known warming and cooling effects.

The conclusion is formulated to avoid any semblance of heresy and to ensure publication no doubt.

The finding that the recent hiatus in warming is driven largely by natural factors does
not contradict the hypothesis: “most of the observed increase in global  average temperature since the mid 20th century is very likely due to the observed increase in anthropogenic greenhouse gas concentrations (14)”. As indicated in Figure 1, anthropogenic activities that warm and cool the planet largely cancel after 1998, which allows natural variables to play a more significant role. ……   

The post 1970 period of warming, which constitutes a significant portion of the increase in global surface temperature since the mid 20th century, is driven by efforts to reduce air pollution in general and acid deposition in particular, which cause sulfur emissions to decline while the concentration of greenhouse gases continues to rise. 

That reality is being acknowledged is heartening but relying on the anthropogenic effects effects of coal burning alone (carbon dioxide emissions causing warming and sulphur emissions causing cooling) with only a passing reference to solar effects is not just naive – it is denying the obvious.

Climate change teaching to get back to science but High Priest Bob Ward wants the brainwashing to continue

The phenomenon of climate change will someday get back to science and leave the alarmist dogma behind. But we can expect that any moves in this direction will be resisted bitterly by the high priests of global warming and the carbon trading cabal.

The Guardian reports:

Climate change should be excluded from curriculum

Climate change should not be included in the national curriculum, the government adviser in charge of overhauling the school syllabus in England has said. 

Tim Oates, whose wide-ranging review of the curriculum for five- to 16-year-olds will be published later this year, said it should be up to schoolsto decide whether – and how – to teach climate change, and other topics about the effect scientific processes have on our lives. 

In an interview with the Guardian, Oates called for the national curriculum “to get back to the science in science”. “We have believed that we need to keep the national curriculum up to date with topical issues, but oxidation and gravity don’t date,” he said. “We are not taking it back 100 years; we are taking it back to the core stuff. The curriculum has become narrowly instrumentalist.”

But this is The Guardian and it must have been painful to report such a radical step!! Needless to say they provide ample space for global warming High Priest Bob Ward to voice his objections:

But Bob Ward, policy and communications director of the Grantham Research Institute on Climate Change and the Environment at the London School of Economics, warned that Oates’ ideas might not be in pupils’ best interests and could make science less interesting for children.

“An emphasis on climate change in the curriculum connects the core scientific concepts to topical issues,” he said. “Certain politicians feel that they don’t like the concept of climate change. I hope this isn’t a sign of a political agenda being exercised.”

He said leaving climate change out of the national curriculum might encourage a teacher who was a climate change sceptic to abandon teaching the subject to their pupils. “This would not be in the best interests of pupils. It would be like a creationist teacher not teaching about evolution. Climate change is about science. If you remove the context of scientific concepts, you make it less interesting to children.”

But perhaps Bob Ward needs to be reminded that climate change has been happening for ever and will continue without caring very much about what our science purports to understand – or fails to understand. There is little science left in present day “climate science” – which has degenerated to be a dogma with the “consensus scientists” being little more than an advocacy group – and any return to science regarding the climate is welcome and long overdue.

Drs Leona Libby and Louise Pandolfi projected world temperatures in 1979 for the next 70 years and got results that, 30 years later, appear to have been broadly correct if out by 5 – 7 years. Ironically, they used, of all things, … tree ring data (going back 1,800 years). The critical difference was they assumed that the climate changes in natural cycles.

Yesterday a Climate Change conference organised by Professor Alan Howard and  the Howard Trust was held at Cambridge University. A most interesting set of speakers from both sides of the the divide but who apparently just talked past each other.

It is well worth reading what Vaclav Klaus had to say ( who I met once in the nineties to present coal-based combined cycles) because he manages to make his arguments in such a rational way. I have much time for what he has to say and reproduce his entire  speech / article below

The Global Warming Doctrine is Not a Science: Notes for Cambridge

Not respecting the title of the conference, I will continue using the term global warming, rather than its substitute, retreat already signaling, but in any case misleading term climate change. And I will not concentrate my talk on the current or potentially forthcoming global warming itself because – given the available data and conflicting scientific arguments – I don’t see it as a phenomenon which is threatening us.

I will talk about the Global Warming Doctrine (GWD) because this doctrine, not global warming itself, is the issue of the day and the real danger we face. This set of beliefs is an ideology, if not a religion, which lives more or less independently on the science of climatology. Climate and temperature are used or very often misused inan ideological conflict about human society. It is frustrating that the politicians, the media and the public, misled by the very aggressive propaganda organized by the GWD exponents and all their fellow travelers, do not see this. I hope today’s conference will be a help in this respect.

I have expressed my views about this issue in a number of speeches and articles presented or published in the last couple of years all over the world. My book Blue Planet in Green Shackles[1] has been translated into 17 languages. I spoke about it several times also here in Great Britain, in Chatham House four years ago[2], and most recently in the Global Warming Policy Foundation[3]. Some relevance had my speech at the UN Climate Change Conference in New York in September 2007.[4]

The GWD has not yet presented its authoritative text, it has not yet found its Karl Marx who would write its “Manifesto”. This is partly because no one wants to be explicitly connected with it, and partly because it is not easy to formulate.

The GWD, this new incarnation of environmentalism, is not a monolithic concept that could be easily structured and summarized. It is a flexible, rather inconsistent, loosely connected cascade of arguments, which is why it has been so successfully escaping the scrutiny of science. It comfortably dwells in the easy and self-protecting world of false interdisciplinarity (which is nothing else than the absence of discipline). A similar approach was used by the exponents of one of the forerunners of GWD, of the Limits to Growth Doctrine. Some of its protagonists were the same.

What follows is my attempt to summarize my reading of this doctrine:

1. It starts with the claim that there is an undisputed and undisputable, empirically confirmed, statistically significant, global, not regional or local, warming;

2. It continues with the argument that the time series of global temperature exhibits a growing, non-linear, perhaps exponential trend which dominates over its cyclical and random components;

3. This development is considered dangerous for the people (in the eyes of soft environmentalists) or for the planet (among “deep” environmentalists);

4. The temperature growth is interpreted as a man-made phenomenon which is caused by the growing emissions of CO2. These are considered the consequence of industrial activity and of the use of fossil fuels. The sensitivity of global temperature to even small variations in CO2 concentration is supposed to be high and growing;

5. The GWD exponents promise us, however, that there is a hope: the ongoing temperature increase can be reversed by the reduction of CO2 emissions[5];

6. They also know how to do it. They want to organize the CO2 emissions reduction by means of directives (or commands) issued by the institutions of “global governance”. They forget to tell us that this is not possible without undermining democracy, independence of individual countries, human freedom, economic prosperity and a chance to eliminate poverty in the world. They pretend that the CO2 emissions reduction will bring benefits which will exceed its costs.

This simple scheme can be, undoubtedly, improved, extended, supplemented or perhaps corrected in many ways by the distinguished participants of this conference but I believe that its basic structure is correct. The missing “GWD manifesto” should be built along these lines.

There are many disagreements about this doctrine among the scientists in natural sciences, as was demonstrated here this morning, but I also know the stances ofsocial scientists, especially economists, who do not buy into this doctrine either. These two camps usually do not seriously talk to each other. They only come into contact with the self-proclaimed interdisciplinarists from the other field. The social scientists are taken aback by the authoritative statements that “the science is settled”, the scientists in natural sciences a priori assume that there is nothing “hard” in social sciences.

The politicians – after having lost all other ideologies – welcomed the arrival of this new one. They hope that the global warming card is an easy game to play, at least in the short or medium run. The problem is that they do not take into consideration any long-term consequences of measures proposed by the GWD.

Let me briefly outline what the field of economics has to say to this. It is, of course, only a preliminary scheme, not a statement pretending that “science is settled”.

1. The economists believe in the rationality and efficiency of spontaneous decisions of free individuals rather than in the wisdom of governments and their scientific advisors. They do not deny the occurrence of market failures but their science and their reading of history enables them to argue that government failures are much bigger and much more dangerous. They consider the GWD a case of a grandiose government failure which undermines markets, human freedom and prosperity;

2. The economists, at least since Frederic Bastiat, consider it their duty to warn policymakers against the unintended consequences of their actions and against not differentiating between what is seen and what is not seen;

3. The economists know something about scarcity and about the importance of prices and warn against any attempts to play with them. They believe in the cost-benefit analysis and in the rational risk-aversion, not in the precautionary principle. They have a rather developed subdiscipline called “energy economics” which should not be disregarded;

4. They are aware of externalities because they themselves formulated this concept. They understand its enormous complexity and consider it dangerous in unqualified hands. After decades of studies they do not aprioristically see the world as full of negative externalities;

5. The economists base their thinking about intertemporal events on a rather sophisticated concept of discounting[6] which I will discuss later;

6. The economists have some experience with the analysis of time series. Statistics and econometrics used in economic analysis is full of sophisticated models not used in natural sciences because these are based mostly on the analysis of cross-section data samples. They know something about problems with the imperfect quality of data, about measurement errors, about data mining, about precariousness of all kinds of averages and other statistical characteristics. They also have some experience with computer modelling in complex systems, with pseudo-correlations, with the sensitivity of parameter adjustments, etc. For that reason they are convinced they have the right to comment on the statistical analyses of climatologists.

After this brief outline of the economic way of thinking, let me make three, hopefully explanatory, comments:

1. The economists do not believe in the precautionary principle and do not see the outcome of the cost-benefit comparisons of CO2 emission reductions as favourably as the GWD adherents. They know that energy demand and supply patterns change only slowly and see the very high degree of stability in the relationship between man-made carbon dioxide emissions, economic activity and the emissions intensity. They do not expect a radical shift in this relationship. The emissions intensity (as a macrophenomenon) moves only very slowly and does not make miracles. They are, therefore, convinced that the very robust relationship between CO2 emissions and the rate of economic growth is here and is here to stay.

If someone wants to reduce CO2 emissions, he must either expect a revolution in economic efficiency (which determines emissions intensity) or must start organizing a world-wide economic decline. Revolutions in economic efficiency – at least in relevant and meaningful time horizons – were never realized in the past and will not happen in the future either. It was the recent financial and economic crisis, not a technological miracle (nor preachings by Mr Pachauri) what brought about a slight reduction of CO2 emissions.

The GWD adherents should explain to the people worldwide that they consider the economic decline inevitable and desirable.

2. The relationships studied in natural sciences are not influenced by any rational (or irrational) behaviour, by subjective valuations of the variables in question, nor by the fact that people make choices. In social, or behavioral sciences, it is more difficult. To make a rational choice means to pay attention to intertemporal relationships and to look at the opportunity costs. It is evident that by assuming a very low, close to zero discount rate the proponents of the GWD neglect the issue of time and of alternative opportunities.

Using a low discount rate in global warming models means harming the current generations (vis-à-vis the future generations) and the undermining of current economic development means harming the future generations as well. Economists representing very different schools of thoughts, from W. Nordhaus from Yale[7] to K. M. Murphy from Chicago[8], tell us convincingly that the discount rate – indispensable for any intertemporal calculations – should be around the market rate, around 5%, and that it should be close to the real rate of return on capital because only such a rate is the opportunity cost of climate mitigation.

We should never accept claims that by using low discount rate we “protect the interests of future generations”[9] and that the opportunity costs are irrelevant because in the case of global warming “the problem of choice does not exist” (p. 104). This uneconomic or better to say antieconomic way of thinking must not be accepted.

3. As someone who personally experienced central planning and attempts to organize the whole society from above, I feel obliged to warn against the arguments and ambitions which are very similar to those we had to live with decades ago. The arrogance with which the GWD alarmists and their fellow-travelers in politics and media want to suppress the market, control the society, dictate the prices (directly or indirectly by means of various interventions, including taxes) is something I know well from the past[10]. All the old, already almost forgotten economic arguments against communism should be repeated now. It is our duty to do so.

To conclude, I agree with many serious climatologists who say that the warming we experience or is on the horizon will be very small. Convincing argumentation can be found in Ian Plimer’s recent book.[11] I agree with Bob Carter and others that it is difficult “to prove that the human effect on the climate can be measured” because “this effect is lost in the variability of natural climate changes”[12]. From the economic point of view, in case there will be no irrational interventions against it, the economic losses connected with such a modest warming will be very small. A loss generated as a result of a completely useless fight against global warming would be far greater.

A voice of sanity in “climate science”

This needs no comment but should be required watching for anybody who claims to be a “climate scientist” or wants to pontificate about global warming.

Dr. Vincent Courtillot is a professor of geophysics at the University Paris-Diderot and Chair of paleomagnetism and geodynamics of the Institut Universitaire de France.

In the recent lecture below he explains how solar cycles control the climate by influence on cloud formation (the cosmic ray theory of Svensmark et al) and via influence on ocean oscillations and length of day. Dr. Courtillot notes that IPCC climate computer models do not correlate with observations and that temperature trends vary substantially between North America and Europe (which is contrary to IPCC computer model predictions).

He also notes that while the total solar irradiance (TSI) only varies by about .1% over a solar cycle, the solar UV varies by about 10% and that secondary effects on cloud formation may vary up to 30% over solar cycles. The IPCC computer models dismiss the role of the sun by only considering the small variations of the TSI and ignore the large changes in the most energetic and influential part of the solar spectrum – the ultraviolet.
